Cycling covers greater distance than walking and improves accessibility to public transport; opening up areas for improved housing density. Premium cycle parking at both ends of the journey can unlock housing.

Unlocking House 01

IF
– The development is located in a low PTAL (Public Transport Accessibility Level) zone; and is near a cycle trail or super cycle highway
– The cycle parking provision is based on the maximum potential occupants in a residential scheme
– Superior cycle parking facilities are installed, with premium security & convenience attributes

THEN
– The scheme should achieve a high Active Transport Accessibility Level (ATAL) rating (as proposed by Arup)
– The PTAL rating should be raised, and that enables greater housing density
– Community Infrastructure Levy (CIL) and Section 106 for the scheme to fund the same high quality cycle parking to be installed at local transport hubs

DELIVERS
– Increased housing supply from compliant sites
– Less accessible and more affordable localities are promoted
– Sustainable travel, which improves health, cuts congestion and lowers emissions
